Instead of wasting your money, have someone like Mike Diamond or Wexlar look at it. I'm 100% sure it's damage. It's nothing that's going to make you money in the short or long run. You can buy some primo errors or a lot of rolls for what you're going to throw away on this one.
Okay, I backed out After reading the comments here, I took a good hard look at it and compared it to a wheatie with a real mint mark. The 'O' is below where a real mark would be, and it's slightly off-centre with respect to the real thing. So, I have to concur with those who said "damaged." I might send it in to Jack Diamond anyway, as it makes for a so-called teachable moment. Certainly, I got schooled in how tricky some error coins can be.
There was no exact place for a mint mark on the Lincoln Wheat cents, as long as it was below the date, and didn't enter the coat or rim or date. Close didn't count. And a year like 1946 used many dies, so there could be many slightly different locations of the mintmark. Even if it was a dropped "O", such as from "GOD" , the value would be limited.
