The ink spots by the serial number and the signature; looks like it was done at the mint. If so, will it give some extra value.=?
Those spots are not from the mint. Most likely the edge of a teller's stamp. If it was from the mint, it's not enough.
The Mint does Coins and Medals. The Bureau of Engraving and Printing is responsible for printing our paper money. The marks on the OP’s $20 appear to be post BEP, and not a BEP error.
I don’ agree that it is from a teller’s stamp. I think it is ink splatter. I have seen this many times before. No real added value. Just my opinion from the picture...need in hand for proper analysis.
Those spots look like they are from the edge of a tellers stamp. The ink is not from the BEP. The ink is from aftervit left the hands of out government. The bill is worn and common. It's a spender.

The reason I said tellers stamp is that if you follow the line up you can see the straight edge above the lower spotting. And coincidentally, all the spots are on the same line.
