I will say the coin was struck with a worn Die.

I will say that your coin was struck with very worn Late Stage Dies.
Most mint are really only worried about Quantity and not Quality.
Your coin is a bit Weird, but does not surprise me at all.
It may be an Error, but I would say a common one that does not add value.

    V. Kurt Bellman Yes, I'm blunt! Get over your "feeeeelings".

Metal actually moves during a coin strike. The die was so badly worn that metal "schmutzed" beyond the recesses of the die and those streaks everywhere are the evidence. Nice educational piece. I'd keep it for that purpose. Metal is moving EVERYWHERE on that pup.
