    Is this just a case of bad die deterioration?

    Yes. I also think that it could also be a reprocessed 1943. That would add to that appearance.

    I second the opinion that it has possibly been reprocessed. In the last two photos, it has that almost "chromed" appearance that reprocessed coins get.
