There is 90% silver in which the silver is homogeneous or mixed completely in the coin metal. The silver content of the coin is 90% of the total volume of the coin. Then there is 40% silver which is a 80% silver and 20% copper outer layer clad to a inner layer containing 79% copper and 21% silver, thus in total, the coin consisted of 40% silver. The ions of the silver in the outer layer will migrate to the exposed 79% copper core at the edge, giving that copper core a grayish tint. You can see that in the photo you posted. If you rub the edge of a 40% coin on a jean pants leg or similar cloth, it will remove the silver film on the copper layer and it will show copper the same as a nickel clad coin.
