Actually, I like that there is variation in the EU appearance. You are right. They are two totally different coins, one being a 2014-D in 90% silver with an EU finish and a 2017-S in CuNi with a completely distinct EU finish. If they do another EU Kennedy down the road, that issue may have yet another distinct EU look to it. If you ask me, that's pretty exciting.
The enhanced uncirculated dollars are also different between this set and the coin and currency sets. Even the 2013 EU silver eagle (my favorite EU coin so far) has noticeably different finish treatments from any of the subsequent EU offerings. I just think there should be some commonality between what the mint calls enhanced uncirculated coins.
Some of this is the on-going experimentation being done by mints across the world of these new technologies and what can / cannot be done. At one point the mint had a diagram of the seven different finishes they did on the Mark Twain paddleboat reverse.

I think that the Enhanced Uncirculated finish showcases several different frosts and finishes on a single strike coin. On some coins it has featured multiple finishes, on this set it appears to have just the frosted or mirrored.
At this point . . . I agree. And IMO, that is a shame. The 225 Anniversary enhanced finish Sacagawea in this set is another S mint mark, like in last year's C&C set. They did a D in 2014, a W in 2015, an S in 2016 . . . they really should have done a P in 2017 to make a complete mint mark set. IMO, this is another disservice to the collector - who is the only market for these coins.
