I have spoke with a couple of foreign mints and they are going to make some changes to keep returns down and keep the bottom line up. Also this might help keep their customer base intact. If you receive coins that are not encapsulated and have become free in the box you should notify the mint they came from. Some of the boxes from overseas look pretty rough so internal packaging to secure coins is a must. Most credit card companies will not let you dispute a sale from overseas. Only if merchandise was never received will they listen.
