The rollover from 1999 to 2000 seemed to have more <i>symbolic</i> impact with the public, similar to a car's odometer changing from 19999 to 20000. Arguably, the set should contain the year 2000 as well, but it made a decision not to. Again, that's fine, but it's not technically "the 20th Century," which ran from Jan 1, 1901 to December 31, 2000.
