Here's who gets it, under the law: ‘‘(B) SECOND ROUND AT DISCRETION OF SECRETARY.— ‘‘(i) DETERMINATION.—The Secretary may make a determination before the end of the 9-year period beginning when the first quarter dollar is issued under this subsection to continue the period of issuance until a second national site in each State, the District of Columbia, and each territory referred to in this subsection has been honored with a design on a quarter dollar. ‘‘(ii) NOTICE AND REPORT.—Within 30 days after making a determination under clause (i), the Secretary shall submit a written report on such determination to the Committee on Financial Services of the House of Representatives and the Committee on Banking, Housing, and Urban Affairs of the Senate. So I suppose theoretically, he has until January 30 to get it to those committees. Know any intrepid reporters on the Treasury Department beat? Get them to ask. Like they'd understand it, yeah.
True but it was signed something like 9 or 10 years ago. The Secretary has had to approve designs on a regular basisbut he may not have been told he has to make a decision about whether they will do a second round. It is a part of the law that they haven't had to look at for ten years.
After all, he's just the U.S. Treasury Secretary. It's not like he has top-notch staff like the Pennsylvania House of Reps Consumer Affairs Committee Minority Chairman, after all.
