True, but there ISN'T a Carson City Mint to mint it at. Of course they did mint S mint coins while there was no San Francisco Mint. But there was a San Francisco Assay Office and the government did own the building. That isn't the case at Carson City.
All of these things could be solved, but it's odd how we still haven't seen the text of the bill to know what's really being proposed. most of these acts drfine the subject matter in somewhere from minimal to excruciating detail, define maximum mintages and leave almost everything else up to the discretion of the secretary.
