Yes, you still get the S Proof nickel. The added W mint marked nickel is the bait. Collectors who want complete sets will buy them just so there's no empty spaces in their albums.
And they can continue striking them through Dec 31st. About the only way I see them being a "rarity" is if the virus keeps them shut down until very late December. I'm glad I'm not the only one with that opinion.
Only if they get new legislation allowing them to do so. In the case of the 1965 coins that authority was built into the Coinage act of 1965. Likewise when legislation allowed then to freeze the 1974 dates in 1975, and to strike the Bicentennials starting a year early. without such exemption legislation the law requires that coins bear the calendar year in which they are struck.
