Are the marks on the face and ear of Roosevelt sunken/indented? They look like the dime has been rubbed against something abrasive. They don't appear to me to be raised like a die dent. The shoulder region of this cent is marred by a roughly-textured die dent (image and definition, courtesy of Coinworld.com).
It appears to me to be PMD. Nothing that happened at the mint, so NAV, no added value. A spender in my book.
