Die breaks are relatively common on ATB quarters. Remember, they were minting 5 different designs per year. By the time the mint had data on die life and determined the high stress regions of the die, there wouldn't be much time to make design modifications and make new dies. They had to change over to the next design If you try roll searching you should be able to find nice examples of ATB quarters with multiple internal die breaks. And it will only cost you face value. Sounds like a good deal to me if you like this type of variety
Die chips are pretty common on many coins and dates, low to no premium but fun to find. Bigger the die break the bigger the money.
interior die breaks technically should be 4 sqmm in size or larger, 1 sqmm in diameter or smaller would be a die chip, anything in between.... nobody knows what it's called, sort of a grey area. I'd lean towards a chip if under 2sqmm or so, and if over 3 lean towards a interior die break personally. Anywho.
