From what I read about the "Olympics promotion" coins minted in 1982 and 1983, the Korean Olympic Committee and the Bank of Korea did not get along together very well, since the Committee had hoped to skim the seigniorage off of the minting of those coins to help support the Olympic effort in South Korea. The Bank "stuck the rules to them" and blocked them from taking the seigniorage.
