    I agree, bag marks. That said, I have to admit that the closeup photo sure looks like the marks are raised, on all sides. Good luck in the search.

    Let me just mention, you've had @KEN POTTER who is a published Error Specialist with MANY years experience in this field comment, along with multiple others, that this is definitively bag marks. It is not possible, in any way, shape or form for this to happen at the Mint

    A freshly minted quarter has a pretty 'sharp' rim, so hitting the surface doesn't take a large amount of force to leave a mark.

    Good eyes.
