Some of the smaller dot-like things could be die chips. The rest just looks like DEFDAM (Definite Damage). I would NOT think there is any added value. Please wait for further opinions just to be sure.
Your photos are very reflective which make it hard to determine the difference in metal height. A piece of white paper between the coin and the light source may help. I find these reflective surfaces really hard to photograph. If I had to make a diagnostics from these photos I would say it is just damage with no added value to the coin.
Tuck it away. Yours is the 2nd such coin I've seen with something on the rim. A Quarter is nothing. Barely parking meter money in most cities.
