Making more? That's news to me. I did however read the CoinWorld article where they may offer for sale some cancelled or returned coins.

If you read the actual article in the weekly, the mint hasn't stated that they will make more Congratulations sets or even considering it. They just don't have anything in place for selling the coins that for whatever reason ended up being not sold. It's almost the exact situation that occurred with the gold mercury dime where the mint waited months before reopening sales which barred any prior purchasers and allowed one per person to sell the rest of the mintage.
rec my mint order today. 17eg American Eagle 2017 One Ounce Silver Uncirculated Coin. This coin is housed inbox labeled "UNITED STATES MINT AMERICAN EAGLE ONE OUNCE SILVER PROOF (sic Uncirculated) COIN. Have other collectors rec their coin in incorrect box?
I think @NAVY CHIEF ordered the Burnished Uncirculated Silver Eagle...this item: https://catalog.usmint.gov/american...uncirculated-coin-17EG.html?cgid=silver-coins but the box had the lid from the Proof Silver Eagle If that is the case, contact the US Mint and hopefully they will send you the correct box for your coin. Best of luck!
Or the current Mint Director/indirector........how come they can't appoint a permanent person to this post? The last guy exalted was reverend Moy,
