Looks like the "2" has something going on, the "R" in LIBERTY and the mintmark may have something inside. Thoughts?

On a related note. Any idea how this works? It was on a loaner Ford Taurus we had while truck was being worked on. Is it for cats that get up in the engine compartment? Walking by? In the street?
