It would have affected the date. It looks like it maybe a planchet defect. It looks like the date was struck on top of ring.
Not sure, but looks like it was over polished. The date would be inverted on the hub, so it wouldn't be affected. Or it got scraped up by some circular object.
On the reverse of the park quarters the lettering and date around the coin on the reverse is incused, not raised. It would have to dig very deeply to disrupt the date. This is coin wrapping machine damage specifically the part of the machine process that crimps the ends of the rolls.
Something is very odd about this. The best I can describe is the design looks to be off centered. And scraped where the date is.
