Is this a true doubled die or machine doubling? On the words quarter dollar

If you look closely all the doubling radiates towards the perimeter. This is not a characteristic of a Doubled Die.
Doubled Dies move either in rotation or they are offset.
Die deterioration moves towards the perimeter as the dies wear, causing partial and blurry secondary images.

 

I was sure hoping I had found one. I'll keep looking, maybe the next I find will be.

 

I’d say it’s a worn die issue.
