Delay? Pretty lame if it's due to the edge inscription. The Maria Theresa Thaler 1780 modern restrike is edge inscribed "IUSTITIA ET CLEMENTIA"... with fancy do-dads, so that it's all the way around the coin (41 mm diameter). And they've made millions of these Thaler modern restrikes. Like mine: I'm guessing the 2016 ASE's edge inscription won't look this ornamental.
They probably didn't realize that they can't do an edge inscription over the reeded edge, but still keep on trying....it is a government agency afterall. They just keep throwing money at the problem, like so many times before. ("peace" in middle east, war on poverty, war on drugs, etc...)
They had no problem doing edge lettering on the 1992 baseball commemorative silver dollar. In all of the examples I have, the lettering is done quite well.

Sure you can. If they couldn't figure it out all the had to do was ask the Brit's They've been doing it on the round pound since 1985. You have to do the lettered edge on the planchet first and then strike it in a reeded collar. You might have problems with a prof coin from the lettering getting squashed and filled in during the second strike, but it shouldn't be a problem with a single strike coin. For the proof you might still be able to do it with a segmented collar.
