2016 P Quarter Struck Thru Or Pmd?

I do see signs of PMD. I would like your thoughts please.

That looks like a Struck Through to me.
Cladding intact. No sign of a hit on the obverse on the reverse side meaning no flattening.
Nice find.

I don't see any displaced metal,
so yes, to strike thru.
