2016 Nickel

For today’s post of common garbage nobody cares about, ive got this nickel. Only posting it because it’s got some weird surface issues I was curious about. The obverse and reverse both show some kind of “bubbling” I guess is the best way to describe it... particularly around his eyes on the obverse. Is this all due to worn dies?
