You see, its NOT the people that &quot;dictate&quot; what change they are given, its th4e MERCHANTS.</p><p><br /></p><p>The United States of America is the ONLYT Industrialized Country in the WORLD that has been STUPID enough to try and get coins and bills of the same denomination circulating.
