Of course they can...it takes an act of Congress. Part of the problem though (and this is purely my opinion) is that it would be controversial to do so. The reason I think that is because the public as a whole holds Lincoln and Kennedy on a very high pedestal. Now, I'm not going to say I agree with or disagree with those views...but the fact is, a large majority of the population feel that way. Proposing to remove these "great" leaders from their place of honor (on our coins) might be an unpopular decision. Remember, Congressmen need to worry about getting reelected. It would seem like an unwise move to propose a bill that might be unpopular...especially when it doesn't push their agenda. Now, this is just my personal opinion. I think production of both should be stopped.
They could also stop making Half Dollars indefinitely and put the denomination on a hiatus like the morgan dollar between 1904 and 1921 and the sba dollar between 1981 and 1999, but the US Mint makes a lot of money off of those bags and 2 roll sets.
They should discontinue the series. After all, President Kennedy never gave credit to Professor X, Magneto, & the other X-men for stopping the Cuban Missile Crisis. I'm a little bitter personally.
While it was in fact the 1st Design Released, I don't believe that the US Mint considers the Accented Hair as the "original" design. Not to mention the fact that the Computer Generated Images of the Gold Kennedy have no hint of the Accented Hair. If anything at all, I would expect all 7 coins to share this particular profile.
The design has been around 50+ years. I believe legislation could be passed quickly to change the design...if there was a deserving replacement. Who would be the most likely candidate to replace JFK on the half dollar?

Why would it have to be a person to replace JF Kennedy on the half dollar? Let the history buffs chime in and let the US Mint issue a circulated commemorative or two, maybe three each year to celebrate a part of our history (the good, the bad and the ugly). It wouldn’t have to be something to cover every 50 year milestone but if they could come up with something to commemorate from our history every past so many years, maybe our youth and even some of the old timers might learn or remember something about US. Examples could be for 2015, something that happened 50 (1965), 100 (1915), 150 (1865), 200 (1815) or 250 years ago (1765). 1765 – Patrick Henry's historic speech against the Stamp Act, answering a cry of "Treason!" with, "If this be treason, make the most of it!" Or 1765 – Britain enacts Quartering Act, required colonists to provide temporary housing to British soldiers. 1815 – Battle of New Orleans. Or 1815 – US declared war on Algiers for taking US prisoners & demanding tribute. 1865 – Gen Wm Sherman issues Field Order #15 (land for blacks). Or 1865 – Union occupies Fort Anderson, NC. Or 1865 – Congress passes 13th Amendment, abolishing slavery in America (121-24). Or 1865 – General Sherman's march through South Carolina begins. Or 1865 – 1st black major in US army, Martin Robinson Delany. Or 1865 – Tennessee adopts a new constitution abolishing slavery. Or 1865 – Freedman's Bureau founded for Black Education. I've been buying a few of the PR70 50th anniversary silvers on ebay. The best deal I've gotten so far is a little over $40. Might try flipping them when the others are released.
That is a really good deal. I got my silver for $47. I also picked up the PF70 clad as well. The clad has a lower population (609) than the silver (1923) right now.
