2013 Star note with doubled #5 in serial number

Well perhaps it is an overinking after all, because here is a sheet that has underinking of the serial, and it's the same digit on each side, which makes NO sense to me but apparently the serials have some sort of common inking between them on each side. I cannot imagine the Rube Goldberg contraption you'd create in order to have the ink common to individual wheels on each side, but... well there you go.
