Well, there is a variety of factors: Your local Federal Reserve Bank doesn't think that your part of the woods isn't that "strapped for cash" and doesn't put in an order to get new notes and coins to bolster the supply. People are hurting, so there is a influx of former jar and piggy bank coins in the money stream, which means your local bank is flush with this cash and doesn't feel the need to order coins. The Brinks guys are just plain lazy whippersnappers and don't want you to have new coins.
I live near Reno, NV and all the casinos have most anything you're looking for in the '09 circulating coins!! Just buy rolls and search them there and return the loose coins, get repaid and continue on doing it until you get what you need!! If you're near an Indian Casino it will work there also!!
