Would like input on whether this is ink transfer from a machine part, such as a wheel that may feed paper, or the spider web looking pattern on the actual design. The ink appears to be the same green used for the serial numbers, is confined to a very specific, 1/2 inch in width area, and is on top of the reverse inking.
