Is his left eyebrow supposed to shaped like that? With the little missing hairs in the end of the inner brow?
Looks like it might be a filled die causing this. On a circulation strike that area is rather weak due to the portrait and the direction he faces. Yours looks more pronounced so I'd say it's a minor error caused by the die filling with dirt and grease, etc. Be sure to check the edge lettering. These are famous for doubled lettering and missing lettering.
