2007P Wash. State Quarter- ERROR?

    Hello everyone! Just trying to learn about this Error. (THIS IS NOT MY COIN).
    I saw this on another site and thought it was interesting and decided to share it with all of you. :) it's a 2007P Quarter from a mint set. Washington State.
    What would you call it? Rim Burr, Strike through? o_O
