What about it would be tampered with? Surely not every problem on this coin can be put into one category.</p><p><br /></p><p>If this was an error I have an idea of how it could have happened.</p><p><br /></p><p>Double die with foreign material entering between strikes 1&amp;2, causing the coin to flatten, cut the edge, and goof the words up.
