    The outside of this quarter looks like it’s missing something outside

    It is called environmental damage.
    Could have been dug from the dirt, had something spill and stain the quarter. But it did not leave the mint in that condition.

    I also believe it is just ED (environmental damage). If it were missing the clad layer, it is usually one side and you can easily see where it starts and stops. Look up some with missing clad layer and you can see for yourself.
