In 2020 it cost the US Mint 7.42 cents to coin a Nickel. If this counterfeit--for the sake of argument--is nickel-plated carbon steel, the forger has made of profit of X based on the ratio of raw metal cost for Carbon Steel vs. Copper of 1:10; and of Carbon Steel vs. Nickel of 1:32 (75% copper and 25% nickel in a real Nickel), and most likely the forger utilized scrap carbon steel, whose cost per ton is significantly less than the raw metal; the cost of plating is almost nil in a bath containing many coins. Chinese labor, material and shipping costs being very low allows them to market these fakes for resale on eBay et al, or for general circulation, if the quantity coined is large enough, and still make a profit.

The only other place i saw this coin, a guy was aggressively shopping one to buy. I wonder if he reads this board? ;)
