2002 Roosevelt P dime error

Smooth edges, thicker than a normal dimes, seems to have copper? Is it a mint error? Is it worth anything?

not an error these dimes have a copper nickel core. the years from 1965-2016 have copper nickel clad copper. the dates from 1946-1964 have .900 silver.

 

Just a thought?
Is that a file job, or maybe a partial collar?
What does it weigh? (Op)

 

Any signs that someone started tapping the rim, trying to make a toe ring, e.g., and gave up after the reeding was obliterated?
