Hello. That is a crack isn’t it?

 

Yes.. A very small Die Crack.
You can see evidence of a worn die strike so this die was soon to be changed and destroyed.

 

That's caused from a die clash .
Here's a really nice clashed one I own .
Has some nice clashes on the obverse & reverse

There nothing going on with LIB .
