Yes, sir... I can't recall the exact year for nickels, but was well before 2001. Its also worth mentioning that a "doubled" mintmark is possible on such coins, but only in cases of a doubled die (1995-D 1C DDO is a well known example of this). Just to be clear to the OP, I'm not suggesting this is the case here.
With only a quick search I could find but one mention of a known DDO for this date and mint.... https://www2.briansvarietycoins.com/listings/cat/55 However, no mention was made of any "doubling" present on the mintmark. Not that another variety couldn't exist, but from your photos there's simply not enough evidence to say at this point. I see what you're talking about, but is more likely strike doubling or the like than what would be accepted as being a doubled die.
