Without distinct markers there's no way to connect this coin to that. Even if it were one of those coins, there's no way to verify it.

I would have to have the guy who got the contract to clean them up, hand me one personally, and then provide to me a written and signed statement attesting to the source of the penny, before I would even start to believe I had one, and even then what would I have? A penny worth 1 cent and a handwritten note worth barely the paper it's written on. Big Deal. Interesting story....for about a minute, otherwise, inconsequential and forgettable. No offense to anyone.....including the government.
