2000 Partial Plate Cent or something else?

This one has full luster with cartwheeling. Not sure what it is if it isn't a partial plating issue. It could be some strange toning. What do you think?

I see many of the newer cent with odd toning. Since neither are WAM, I would spend them.

 

Sorry, the 98 is there just as a reference to show the normal vs the 2000. I also see a lot of strange toning but nothing that looks like bare zinc.

 

possibly the angle of the photo does not do the coin justice.

 

toning...could have been in a car cup holder with a few drops of cola or something on it....

 

I've seen a lot of zincolns tone silverish colors.
