The left eye seems as if the die was lifted to soon. Or, as if the planchet was incorrectly aligned when the die was used. With every angle it's not PMD. The area is raised, clearly.
Sometimes, just sometimes, when you magnify things to the extreme, you begin to see things.......... pareidolia
It's just a die characteristic, could be that the coin in reference had a stronger more complete strike.
Ever die is a little different and after they wear down it’s even more do. Modern coins such as this are very open to these anomalies. It’s worth a dollar. Welcome to CT.
