20 dollar bill printing error?

I have a twenty dollar bill from 2013 run...not in great condition. has a small tear and couple of creases. But it appears that the serial numbers and seals where double printed or extra ink as they are extremely bold. Is this common? U can see from the pic that the federal reserve seal has a lot of the detail gone due to whatever caused it

Looks like it was a little over inked. Not a big error. I'd spend it myself.
