That third printing looks high enough. Good one. I think the reverse is printed first. Then the obverse is printed second. Then the seals and serial numbers. It appears to be shifted high enough to be an error. Often you will see it SLIGHTLY higher, but on this you can see the left one is up into the border.
Definitely a third printing error. Actually the printing is in the "correct" position, but the sheet being printed fed improperly and did not end up where it was supposed to be when the third printing occurred. It was a little short of where is was supposed to end up.
The seal, being part of the serial number printing (correct?) , is high also. It's NOMB but I wouldn't carry it around, remember condition is everything on currency. Put it in a sleeve and keep it flat somewhere safe.
Definitely a keeper for me. I don't think it has much added value because it's not a major shift and the condition is so-so, but it's a cool find. Wait to see if @SteveInTampa or @MEC2 comment
IIIIIIII LIKE IT!! I don't have any currency that different. My best right now is 9 sequential $5 * notes in CU condition. They're so new you can feel the serial number embossing.
