The Botanic Garden set had a household limit of 5 in 1997.

I remember the 99 Silver Proof sets for a specific reason. I could only get two shipped to my address. I asked my Mom to order one more for me which she did.

My brother (yep, the one that works in a coin shop) who at the time lived with my Mom, got extremely irate at me because he now could only order 1 set from the Mint.

I still have all 3 sets.

 

Another big factor was that for the first 2 or 3 years of them (maybe just the first 2 years) the only way to get the quarters sets was to purchase the whole set together. Shortly after, they started offering the quarters sets, with the regular annual set AND you could buy the silver quarter set individually. Something many people fail to look at.

The 99 year was relatively low, but not that low. If a mintage of 800k+ really still demands $200+ for 5 silver quarters, than there's a boat load of commemoratives (at 500K mintages and much less) that are going for peanuts.

To the OP, I think you gave a reasonable offer. I could have bought just the quarter set for $160 at a show last October. The dealer had two of them. But they had some haze on them and I passed. Many of them have some really bad haze. If you find a haze free set, it might be worth a premium. All of them still in the mint sets might go up again some day. I think a lot of people played the crack out game and tried to get PF70s at the TPGs. I see silver 1999 quarters in PF70 go for 2-$300 on ebay. At those rates, there eventually won't be many good quality ones left in their original mint plastic!

 

Very good info!! Maybe I will pick up a set of 1999 silver quarters only, or make a trade. I also found out that there were some experimental planchets of this year but my understanding is that they have already been found. anyone know the score?

 

FWIW, as of today, it looks like you can buy the full 99 silver proof set with the box and paperwork whenever you want for around $200 on ebay. As many as you want. Some people are trying to get that (and more) for just the quarters set with the paperwork. But it looks like you should be able to get the quarters set, by itself for less than $200 if people are paying that for the whole works. I just don't know what they're going to do. I wish I would have been collecting in 1999 and got mine for $31!! Then I wouldn't have to worry about it.
