1999 S proof set. Is this an error?

    If a proff how did this cent make it out past quality control???
    If an error I am thinking of sending it in.

    It looks like toning to me. I'm sure it wasn't there when the coin was packaged.

    question that I have is 'packaging?'-
    the best pictures I can get.
    Toning from the center out? hum.

    The toning on most of the reverse could be a shade that looks similar to the coin's original color - the center is a collaboration of all the toning colors leading up to the color that covers most of the coin. Nevertheless, it just looks like a typical case of proof toning after it was sealed up.
