1999 P Georgia State Quarter - Broadstrike Error?

    Hi guys,

    I have this 1999 P Georgia State Quarter and would like to know if this is considered a broadstrike error or an off center error? I also wanted to know if the reverse right side rim is a collar clash?

    It's a Tilted Partial Collar strike.
    Neat.

    A Broadstruck quarter would show no reeding at all.
