The US Cent is not Clad. Clad coins are Quarters, Dimes and Half Dollars. Your Cent is a Copper Plated Zinc Planchet with natural toning.
@paddyman98 beat me to it. Only the 10-cent and higher denominations are considered clad coins. The cents are plated. That coin has normal oxidation/toning due to environmental factors.
It's made of zinc with a thin layer of copper to coat it. Zinc is a terrible coin to mint coins with. Your coin is normal.
