That is not a Die Gouge. A gouge would be on the Die itself. So when it strikes the blank planchet the metal would flow into the gouge and appear raised on the quarter. Your issue looks like a struck through. There was some debris on the die and when it struck the blank it left an incused impression on the coin.
Does that make sense to you?

When you said incused I took it to a friend to look at and apparently I was suffering from my state quarter vision. I have a problem with the writing around the edge on the reverse of the state quarters looking raised to me it's the first time Iv'e had this happen on something other than the state quarters. So it's a struck through cool it's the first I've found. Thanks paddyman and everyone else for the help I really appreciate it and I hope everyone has a great week.
