1997 Washington Qtr-Bottom of Eagle's Tail Error?

    Hi guys,

    I have this 1997 P Washington Quarter and noticed that the bottom of the Eagle's tail on the reverse appears to be a bit shorter and have 3 bumps under the tail and one larger bump to the far left side of the tail. Can someone explain what this is?

    Here's a stupid guess. A die clash from just the highest points of Washington's hair.
