    Also, cuds start at the rim of the coin and move inward into the design elements like this:

    It looks like some foreign object has got attached to your quarter. I thought it may be a tiny die chip at first but when I enlarged the photo it looks like this is not attached along the edges to the quarter. Also it is darker in color than the quarter.

    I will let you be the judge of that , I don't see what it could hurt very much since the quarter already has lots of scratches.
