1996-P Dime Error help

    Hello Coin Guru's.
    Any ideas on what type of error this is? or if it is an error? Looks like a Raised or Buckled Die on both sides of dime. Did this happen at the Mint? or was this an after Mint manipulation.

    Extreme heat from a flame caused the clad layer to bubble/blister.

    Not a mint error of any kind.
