    Not sure what you are seeing, but I don't see anything but a regular reverse cent with maybe a plating issue.

    There's a dent to the right of the top of the last S in STATES. That indentation pushed some of the metal up causing it to look like the top curve of a backwards S. If that's what you're referring to, then it's as @cpm9ball said, pareidolia.
